The toilet pipe is previously painted using wall pipe rather then oil paint, so you can see the peeling and moudy there.We painted it using oil paint after scrape off the lose paint. Many cheap labour paint toilet pipe the easy way and cheap way by using wall paint which do not last. We don't  advice doing that.
